Yet a study finding that foreign investment makes up 98% of electronics exports raised questions about local spillovers. The latest reports add both Google's plan to develop high-end Pixel models in Vietnam and Viettel's construction of the country's first chip plant, targeted for trial production by late 2027.

The tension

The core tension is between Vietnam's success as a China alternative and its continuing dependence on foreign capital, Chinese-linked supply chains, and external market access. It has overtaken China as a supplier of laptops and game consoles to the United States in the tariff-driven coverage, but the Huawei and ZTE 5G deals reported by Reuters' sources illustrate how closer Chinese technology ties could complicate U.S. trust. The study on limited technology spillovers adds a domestic version of the same problem: assembly scale does not automatically create local technological capability.

Why it matters

If the current trajectory holds, Vietnam could become a more important node for consumer electronics, gaming hardware and semiconductor testing as companies distribute production beyond China.
