The listing push coincides with reported weaker financial performance after de minimis ended and with the proposed Everlane acquisition, for which Shein reportedly voluntarily sought a CFIUS review.

The tension

The coverage circles a three-way constraint: Shein must preserve a China-linked supply and approval base while navigating U.S. trade and national-security scrutiny and European enforcement. Its commercial rivalry with Temu sharpens the issue, because changes to de minimis treatment affect the economics of their cross-border offerings differently; allegations over child-like sex dolls have added a separate, acute regulatory challenge in France and the EU.

Why it matters

If the Hong Kong IPO proceeds, it would test whether Shein can fund and legitimize its next phase despite a sharply lower valuation than its 2022 peak, slower growth, and rising compliance costs. The Everlane transaction could broaden its U.S. apparel footprint, but CFIUS review and continuing trade and product-safety scrutiny show that expansion will remain shaped as much by regulators and Beijing as by consumer demand.
