More recently, attention has shifted toward domestic digital sovereignty and coercive control. Roskomnadzor reported that average daily mobile-internet traffic in Moscow fell about 20% in March as blackouts hit the city, while reports said Moscow was intensifying its pressure on internet use and Telegram. Apple’s removal of RFE/RL’s Svoboda app at Roskomnadzor’s demand and a lawmaker’s warning for WhatsApp to prepare to leave reinforce the pattern, alongside approval of a state-backed messaging app.
The tension
The central tension is between Moscow’s push to control communications and reduce reliance on foreign digital infrastructure, and the reach of global platforms and Western institutions. That conflict spans demands on Apple, pressure on Telegram and WhatsApp, sanctions-related work on an alternative payments system, and external efforts by Meta, YouTube, U.S. agencies, and European prosecutors to curb or investigate Russian-linked activity.
