Italy fined Apple €98.6M in December 2025 over ATT, capping a shift from privacy-policy coverage to antitrust scrutiny of the framework.

Who they are

ATT, Apple’s App Tracking Transparency framework, appears chiefly as the iOS privacy regime governing whether apps can track users across other companies’ apps and websites. Coverage places it at the center of Apple’s relationships with mobile advertisers, app developers, Meta, and Google, while a small number of AT&T telecom breach stories reflect the name overlap rather than the privacy policy.

The recent arc

The coverage’s all-time high came in 2021Q2, when ATT was a major reference point for mobile-platform privacy changes, including Android 12’s protections that were described as stopping short of Apple’s approach. Attention then resurfaced in 2023Q4 around app-store competition: Google’s $700M US antitrust settlement and Apple’s EU alternative-app-store terms kept the wider question of platform control in view.

The latest phase is regulatory rather than product-led. France fined Apple €150M in March 2025 after examining ATT’s consent prompts and effects on advertisers; Brazil opened an investigation after Meta complained; Poland probed whether ATT favors Apple’s own ad service; and Italy’s December 2025 €98.6M fine called the rules disproportionate and harmful to developers and advertisers. A UK filing alleging Meta bypassed ATT further shows the framework being tested through both enforcement and advertiser disputes.

The tension

ATT’s central tension is between Apple’s privacy framing and rivals’ claim that the rules can unevenly constrain third-party advertising data while Apple retains advantageous access for its own services. Meta is the most visible complainant in the recent antitrust thread, while Google positioned Android’s Privacy Sandbox as a more gradual, industry-involved alternative that would be less disruptive to advertisers and developers.

Why it matters

If regulators continue to treat ATT’s design as a competition issue rather than solely a user-privacy control, Apple may face pressure to revise how consent, data access, and advertising privileges operate on iOS. The outcome remains uncertain, but the recurring investigations across France, Brazil, Poland, and Italy make ATT a consequential test of whether mobile privacy controls can be applied without advantaging the platform owner.

ATT has appeared in 83 articles since 2017-12. Coverage peaked in 2022Q3 with 8 articles. Frequently mentioned alongside Apple, Facebook, Google, Meta.
