Who they are

ATT, Apple’s App Tracking Transparency framework, appears chiefly as the iOS privacy regime governing whether apps can track users across other companies’ apps and websites. A UK filing alleging Meta bypassed ATT further shows the framework being tested through both enforcement and advertiser disputes.

The tension

ATT’s central tension is between Apple’s privacy framing and rivals’ claim that the rules can unevenly constrain third-party advertising data while Apple retains advantageous access for its own services. Meta is the most visible complainant in the recent antitrust thread, while Google positioned Android’s Privacy Sandbox as a more gradual, industry-involved alternative that would be less disruptive to advertisers and developers.

Why it matters

If regulators continue to treat ATT’s design as a competition issue rather than solely a user-privacy control, Apple may face pressure to revise how consent, data access, and advertising privileges operate on iOS. The outcome remains uncertain, but the recurring investigations across France, Brazil, Poland, and Italy make ATT a consequential test of whether mobile privacy controls can be applied without advantaging the platform owner.
