Enforcement remains a complicating factor: coverage says earlier under-16 social-media restrictions were patchy and ineffective.

If this trajectory holds, Indonesia could become an important test case for whether large emerging digital markets can translate safety and localization rules into sustained leverage over global platforms. The Grok episode suggests its actions can influence regional responses, but the reported weakness of earlier youth-access enforcement leaves open whether announced restrictions will materially reshape platform behavior or remain unevenly implemented.
