In a strategy shift, GlobalFoundries announces it is ceasing all work on its 7nm fabrication processes

A planned $16B domestic-production push and a run of IP and photonics acquisitions have shifted coverage toward GlobalFoundries’ expansion beyond pure-play chip fabrication.
GlobalFoundries is a semiconductor manufacturer whose coverage centers on fab capacity, government-backed U.S. production, and its position among major foundries and chipmakers. It appears alongside TSMC, Intel, IBM and STMicroelectronics in stories about manufacturing competition, technology disputes, supply-chain policy and factory investment.
Recent coverage has moved from public-capacity support to portfolio building. The U.S. awarded GlobalFoundries $1.5B in CHIPS Act funding in February 2024 for a new Malta, New York fab and Fab 8 expansion, while a June 2025 report said it planned $16B for domestic production and advanced-packaging research in New York and Vermont. Bloomberg also reported in November 2024 that GlobalFoundries and TSMC had completed negotiations over billions in CHIPS Act grants and loans for U.S. factories.
The coverage’s core tension is whether GlobalFoundries can strengthen a domestically supported, differentiated manufacturing position while larger rivals such as TSMC and Intel shape the leading-edge foundry contest. That tension has previously surfaced in GlobalFoundries’ patent litigation against TSMC, Intel’s reported but unconfirmed interest in buying the company, and the company’s 2018 decision to stop 7nm development. Its planned France fab with STMicroelectronics, now reported stalled, also shows how execution can complicate expansion ambitions.
If the current trajectory holds, GlobalFoundries could become more consequential as a supplier spanning mature-node manufacturing, packaging, silicon photonics and processor IP rather than fabs alone. Its ability to turn public support and acquisitions into durable production and design capabilities remains uncertain, but the PsiQuantum work suggests those capabilities could matter for specialized compute markets as well as conventional semiconductor supply resilience.
