The tension

The central tension is over who gets to classify, permit and monetize automated access to the web. Cloudflare has moved from making new sites block AI crawlers by default and launching Pay per Crawl to requiring AI companies to distinguish search, training and agent bots by September 15. That stance sits alongside collaborative standards work with Google, Microsoft and Mozilla on PACT, and conflicts such as LaLiga’s IP-blocking campaign, which Cloudflare says disrupts legitimate sites as well as piracy targets.

Why it matters

If this trajectory holds, Cloudflare could become an important enforcement and standards layer in the emerging market for machine access to publisher and website content, rather than only a provider of security and delivery infrastructure. Its ability to do so will depend on whether crawler labeling, PACT-style traffic signals and publisher controls gain broad adoption without creating collateral blocking, a risk made visible by the LaLiga dispute and by the consequences of infrastructure outages.
