Shein

A planned $1.8B Hong Kong IPO at a $27B valuation caps Shein’s shift from failed New York and London listings amid tariff and regulatory pressure.

Who they are

Shein is a Singapore-based online shopping company whose coverage centers on its cross-border retail model, its ties to China, and efforts to secure a public listing. It appears alongside rival Chinese marketplace Temu, U.S. trade policy, and platforms such as Amazon, while recent stories also place it in apparel through its proposed acquisition of San Francisco-based Everlane.

The recent arc

Coverage peaked in 2025Q2 as U.S. tariff changes put Shein’s low-value direct-shipping model under pressure. Reporting contrasted its exposure to the end of the de minimis rule with Temu’s shift toward Amazon-like bulk overseas shipments, while consumers turned to Chinese shopping apps including DHgate and Taobao as Shein and Temu prices rose amid tariffs.

The latest phase is dominated by a Hong Kong listing after New York and London IPO attempts failed to win Beijing’s approval. Reuters reported that Shein sought stronger Chinese government ties and was preparing to price a Hong Kong IPO near the midpoint of its range; a filing cited by Bloomberg put the planned raise at up to about $1.8B and valuation at $27B. The listing push coincides with reported weaker financial performance after de minimis ended and with the proposed Everlane acquisition, for which Shein reportedly voluntarily sought a CFIUS review.

The tension

The coverage circles a three-way constraint: Shein must preserve a China-linked supply and approval base while navigating U.S. trade and national-security scrutiny and European enforcement. Its commercial rivalry with Temu sharpens the issue, because changes to de minimis treatment affect the economics of their cross-border offerings differently; allegations over child-like sex dolls have added a separate, acute regulatory challenge in France and the EU.

Why it matters

If the Hong Kong IPO proceeds, it would test whether Shein can fund and legitimize its next phase despite a sharply lower valuation than its 2022 peak, slower growth, and rising compliance costs. The Everlane transaction could broaden its U.S. apparel footprint, but CFIUS review and continuing trade and product-safety scrutiny show that expansion will remain shaped as much by regulators and Beijing as by consumer demand.

Shein has appeared in 150 articles since 2021-05. Coverage peaked in 2025Q2 with 22 articles. Frequently mentioned alongside Temu, Chinese, China, Amazon.
