Sources: OpenAI has discussed giving a 5% stake to the US government, seeking to clear political obstacles by securing buy-in from the Trump administration

Financial Times

Context & Ripple Effects

Related reporting shows the proposed government stake has moved from White House discussions in June to a reported 5% figure, while also being linked to OpenAI’s earlier idea of a “Public Wealth Fund.” Sam Altman reportedly pitched the broader concept directly to Trump in 2025.

The talks sit alongside OpenAI’s effort to put safeguards around Defense Department use of its systems and its separate negotiations with Microsoft over a future IPO path. That makes federal alignment relevant not only to policy access but also to the company’s governance and capital-market options.

First-order effects

  • OpenAI and the Trump administration would have a concrete ownership proposal to evaluate, rather than only a general discussion of government participation.
  • A government stake, if agreed, could give OpenAI a stronger basis to seek political support while giving federal officials a direct financial interest in the company’s outcome.

Second-order effects

  • OpenAI’s existing investors and prospective IPO stakeholders would need to assess how federal ownership affects governance, control rights, and the company’s relationship with major commercial partners such as Microsoft.
  • Other AI companies could face pressure to articulate alternative ways to align with federal priorities, particularly where government deployment and safeguards are becoming central to access and legitimacy.

Third-order effects

  • If such arrangements become repeatable, US AI policy could shift from regulation and procurement alone toward selective state participation in strategically important AI companies.
  • That model could blur the boundary between public oversight and commercial sponsorship, increasing the importance of transparent governance protections; whether it spreads depends on whether these talks produce an actual agreement.

The trend: This is a data point in the growing intertwining of frontier-AI strategy, national-security policy, and government influence over company ownership and governance.

There are two broad ways this can work: 1. You divide this 5% over all US households, handing each a direct stake. 2. You give the stake directly to the government. (1) is fine. (2) is probably ruinous, akin to inviting rats to live and reproduce in the walls of your house.

Anthropic is not having any discussions with the White House about a potential government stake. The source in the NOTUS report from a month ago similarly went out of their way to say that the admin was having these kinds of discussions with everyone 𝘦𝘹𝘤𝘦𝘱𝘵 Anthropic. [image]

I don't know about this path. Rather than equity stakes, why not make companies pay ~20% of all pre-tax income to the federal government? And then instead of exercising shareholder influence, politicians and regulators could set rules on corporate conduct across industries.

OpenAI is reportedly considering donating 5% equity to the US government, potentially via a new “Public Wealth Fund” modeled on the Alaska Permanent Fund. They claim to want other AGI companies to participate too, but in practice this has the potential to become the most
  • @luke_metro @luke_metro on x
FWIW I think that “voluntary contributions” will always feel coercive as long as the White House is arbitrarily blocking model releases based on backroom deals
  • @altcap Brad Gerstner on x
As to rumors about the gov't taking stakes in AI companies: 2 conditions MUST be met: (1) voluntary contribution vs. the Bernie forced tax / taking; (2) directly to citizen owned accounts vs. the Bernie slush fund. Coordinated by gov't - but NEVER owned by gov't. 🧐💰🇺🇸🚀 [video]

Hard not to see this as an opening gambit to lock in a low government ownership share when proposals for a 50% public stake in a SWF construction are already circulating and gaining popularity.
  • @erikvoorhees Erik Voorhees on x
Worth remembering that the gov already demands at least 20% stake in every business because freedom
  • @dee_bosa Deirdre Bosa on x
Alternative take: the US taking 5% of OAI makes sense. Its a dividend on the public conditions that made the company possible. And China didn't dominate EVs, batteries, solar, drones, telecom by pretending strategic tech is just software Industrial strategy with upside

Quite the speedrun from govt has zero justification for equity stakes and whatever this is Big risk of blowback, rather than a rational and systematic approach to when govt equity positions have sound logic. Most of whats going on is very ad hoc. And personalist...not great

It will never stop at 5%. It will go on and on and on. The governance will become a nightmare. Political capture will be real. And it will generate precisely no goodwill with the public. None, if they themselves see no direct financial benefit.
