The fundamental point is that OpenAI has agreed to all lawful use, whereas Anthropic sought constraints that went beyond lawful use, on the basis that current law & policy was not an adequate safeguard.

I think a lot of this is confused & mistaken. Starlink terminals on the ground individually connect with Starlink satellites in space. You cannot jam them en masse—else Russia would've done it. Some Starlink ARE working. And this sort of jamming doesn't “knock out” satellites.
