Brazil’s X ban made VPN use legally consequential in 2024, while 2025 coverage shifted to age-check circumvention, app removals, and enterprise VPN vulnerabilities.

Who they are

VPNs are privacy and network-routing products that recur in coverage as tools for bypassing platform or geographic restrictions, as bundled features from companies including Google, Proton, Mozilla, and DuckDuckGo, and as security infrastructure with exposure to exploitation.

The recent arc

Recent coverage concentrated in 2024 around government restrictions on access to X in Brazil. Bloomberg reported that all five judges on a Brazilian Supreme Court panel confirmed the X ban and fines for people using VPNs to evade it, while The New York Times reported that a judge had dropped a requirement for Apple and Google to block X downloads but retained penalties for VPN-based access. That made VPNs a focal point in the enforcement mechanics of a platform ban rather than simply consumer privacy software.

In 2025, the emphasis broadened from a single platform-access dispute to the friction created by online-safety controls and state intervention. Engadget documented users bypassing UK age checks with VPNs and other methods; TechCrunch reported Indian orders leading Apple and Google to remove more than six VPN apps, including Cloudflare’s 1.1.1.1; and Ivanti warned that exploitation of a critical zero-day in its Connect Secure VPN tool compromised corporate customers.

The tension

Coverage circles the conflict between VPNs as user-controlled routes around censorship, platform blocks, and verification gates, and governments’ and platforms’ efforts to make those controls enforceable. Apple and Google sit on both sides of that tension: Google has packaged Google One VPN access with Pixel devices, while both companies have been drawn into app-distribution and access-control disputes in India and Brazil.

Why it matters

If this trajectory continues, VPNs will be judged less only as privacy add-ons and more as contested infrastructure at the boundary of regulation, app-store governance, platform compliance, and enterprise security. The outcome remains uncertain: enforcement can target apps and users, but the UK age-check reports show that routing tools remain one of several practical ways users attempt to evade digital restrictions.
