Anthropic’s February allegations that DeepSeek, MiniMax and Moonshot prompted Claude more than 16 million times and used distillation similarly framed terms as a tool against model extraction.

The story has since moved from enforcement actions to the wording and scope of the rules themselves. Meta removed language in October 2026 that appeared to permit scraping of websites associated with business accounts, saying the provision applied only to ads and business products.
