Commerce said it would review Nvidia H200 and AMD MI325X exports to China case by case in January 2026; Applied Materials settled allegations concerning exports of chipmaking equipment to SMIC; and Reuters reported in April that equipment makers were ordered to halt some shipments to Hua Hong. The June decision to block foreign access to Fable 5 and Mythos 5 after a reported jailbreak claim suggests the department's remit in coverage is also widening from physical hardware to access controls around advanced AI systems.

The tension

The core tension is between preserving U.S. and allied technology companies' commercial reach and preventing China-linked recipients from obtaining capabilities Washington considers sensitive. Nvidia, AMD, Cadence, Synopsys, Applied Materials, Huawei, SMIC, Hua Hong, DJI, and TP-Link recur around different versions of that conflict, while the G42 episode shows Commerce's influence can reach partners outside China when their supplier ties become strategically consequential.

Why it matters

If this trajectory continues, Commerce will remain a consequential arbiter of which technologies can be sold, built, funded, or accessed across borders, rather than simply a regulator of finished exports. Case-by-case chip licensing, equipment shipment halts, potential device restrictions, and controls on AI-system access point to a policy boundary that may become more granular; how consistently it is applied, and how companies and foreign partners adapt, remains uncertain.
