Sources: OpenAI has discussed giving a 5% stake to the US government, seeking to clear political obstacles by securing buy-in from the Trump administration

Sam Altman's start-up in early talks for a public ownership deal as political pressure rises.  OpenAI has discussed giving …

Financial Times

Context & Ripple Effects

Related reporting traces the idea from Sam Altman’s 2025 pitch and subsequent discussions between US officials and AI companies to June talks involving OpenAI and the White House. The reported stake discussion is therefore an escalation from policy engagement toward possible public ownership.

It also arrives while OpenAI is reportedly negotiating its relationship with Microsoft around a future IPO, making governance, control, and long-term access to its technology central issues rather than purely financing questions.

First-order effects

  • OpenAI and the Trump administration would gain a direct channel to align on the political obstacles cited in the reporting, though the discussions do not establish that a stake agreement has been reached.
  • A potential government holding would immediately complicate OpenAI’s governance and capital-structure discussions, including its reported negotiations with Microsoft over an eventual IPO and continued technology access.

Second-order effects

  • Other major AI companies may face pressure to consider whether government equity participation is becoming a route to political support, especially after reports that officials have discussed stakes across the sector.
  • Private investors and strategic partners would have to price a new source of influence over leading AI companies: government participation could reduce some political friction while adding governance and exit uncertainty.

Third-order effects

  • If such arrangements move from talks to deals, US AI policy could shift from regulating and subsidizing frontier developers at arm’s length to participating directly in their ownership.
  • That model could sharpen debate over whether public stakes create durable alignment on national priorities or concentrate political influence in a small set of AI firms; the current reporting does not show which outcome will prevail.

The trend: This is one data point in the emerging move to treat leading AI companies as strategically important institutions whose financing and governance may become intertwined with government policy.

  • @thestalwart Joe Weisenthal on x
I don't know about this path. Rather than equity stakes, why not make companies pay ~20% of all pre-tax income to the federal government? And then instead of exercising shareholder influence, politicians and regulators could set rules on corporate conduct across industries.

“What has the AI industry even done for America.” “Well, it handed a collective $200b of itself to Donald Trump.” Half the country instantly hates you, and even a decent chunk of Republicans will assume this is corrupt by default.
  • @deanwball Dean W. Ball on x
It will never stop at 5%. It will go on and on and on. The governance will become a nightmare. Political capture will be real. And it will generate precisely no goodwill with the public. None, if they themselves see no direct financial benefit.
  • @deanwball Dean W. Ball on x
There are two broad ways this can work: 1. You divide this 5% over all US households, handing each a direct stake. 2. You give the stake directly to the government. (1) is fine. (2) is probably ruinous, akin to inviting rats to live and reproduce in the walls of your house.

As to rumors about the gov't taking stakes in AI companies: 2 conditions MUST be met: (1) voluntary contribution vs. the Bernie forced tax / taking; (2) directly to citizen owned accounts vs. the Bernie slush fund. Coordinated by gov't - but NEVER owned by gov't. 🧐💰🇺🇸🚀 [video]
