By early September, the immediate narrative had become retrenchment and prioritization: a memo said Uber would cut roughly 3,300 jobs, or 10% of global staff, while reallocating spending to ridesharing, delivery and robotaxis; it also shut services in Nigeria and Uganda after a global operations review.

The tension

The central strategic tension is how Uber can remain a broad mobility-and-delivery platform while autonomous driving changes the economics and control of the ride. Its Washington, DC lobbying clash with Waymo captures the divide: Uber backs a hybrid human-driver and robotaxi model, while Waymo advocates pure robotaxis. Pony AI’s planned European deployment through Uber points to the platform’s partner-led route, even as the Serve Robotics divestment and dispute over delivery-robot deployment show that such alliances can be difficult to manage.

Why it matters

If the current course holds, Uber’s significance will increasingly rest on whether it can use its customer demand, app distribution and delivery footprint to orchestrate multiple forms of transport rather than simply operate a conventional rideshare marketplace. The Delivery Hero deal and Expedia integration suggest an effort to widen the platform, while the job cuts and country exits indicate greater selectivity in funding that expansion. The unresolved question is whether partnerships with autonomous-vehicle providers create durable platform leverage for Uber or leave crucial economics with the robotaxi operators.
