TechCrunch then reported that China-backed hackers had accessed Treasury workstations and unclassified documents through a vendor.

The recent arc

That cyber-security concentration carried into early 2025: the U.S. sanctioned Beijing-based Integrity Technology Group over alleged Flax Typhoon links, and the DOJ charged 12 Chinese nationals, including alleged PRC staff, over an espionage campaign. At the same time, the policy track remained active around TikTok: Chinese officials condemned the House-backed divest-or-ban approach, and free-speech groups supported TikTok’s Supreme Court appeal. OpenAI’s March call to restrict PRC-produced equipment and models extends the coverage from apps and network attacks to AI infrastructure.

The tension

The central tension is between U.S. security policy and Chinese participation in U.S.-facing technology markets. TikTok and ByteDance represent the visible consumer-platform dispute, while alleged campaigns attributed to Salt Typhoon and Flax Typhoon, Treasury access and telecom targeting give policymakers a security rationale for stronger restrictions. Chinese officials’ response to the TikTok legislation shows the competing view: that Washington is unfairly suppressing foreign companies.

Why it matters

If this trajectory holds, PRC-linked technology will be assessed less as a set of individual products or incidents and more as an interconnected national-security exposure spanning social platforms, telecom infrastructure, cybersecurity suppliers and AI. That could make U.S. enforcement, sanctions and market-access decisions increasingly consequential for Chinese firms, though the corpus does not establish how broadly any proposed restrictions will be adopted.
