Why it matters

If this trajectory holds, New York will remain a consequential testing ground for whether states can set de facto standards in areas where federal policy is unsettled, especially AI safety, digital-asset consumer protection and internet affordability. Its influence will depend on whether its rules prove durable and interoperable with other states’ approaches; the reported RAISE Act rewrite shows that the final shape of that influence is still contested.
