Coverage resurged in 2024, when the Biden administration moved beyond the FCC’s 2022 national-security designation to prohibit new U.S. sales of Kaspersky antivirus software from July 20 and updates and resales to U.S. customers from September. Reuters reported the restrictions, and ZERO DAY subsequently reported Kaspersky’s plan to close its U.S. business and eliminate U.S.-based positions. Treasury separately sanctioned 12 executives, while explicitly not listing Kaspersky Lab or CEO Eugene Kaspersky.
The most recent turn is operational rather than purely regulatory: KrebsOnSecurity reported in March 2025 that Prospero, described as a cybercrime-friendly bulletproof host, was routing operations through Kaspersky Lab networks. That follows a thinner intervening stream in which the company still appeared as a security researcher, notably Bloomberg’s 2023 report on its findings that some Pinduoduo versions exploited Android vulnerabilities.
The tension
The core tension is that a company built around security telemetry and threat research has become a U.S. national-security concern because of its Russian identity and perceived exposure to Russian state influence. The FCC grouped it with China Telecom Americas and China Mobile International USA on its threat list, while the later Prospero-routing report creates a separate reputational challenge around network infrastructure allegedly serving cybercrime.
Why it matters
If the U.S. restrictions and the U.S. business shutdown hold, Kaspersky’s role in the American security market will be structurally diminished even as its research continues to surface threats affecting platforms such as Android. Whether scrutiny broadens beyond U.S. sales policy will depend on how regulators and customers assess the company’s network relationships, including the Prospero allegation, rather than on its technical findings alone.
