Separately, Finland suspended a planned move of its election platform to AWS, keeping it on domestic servers through the 2027 general election amid diminished trust in the US.

Google’s cloud-region and Hamina data-center investments, Microsoft’s heat-reuse project, XTX’s planned facilities and DayOne’s campuses show Finland’s appeal to large-scale operators, while the AWS election-platform reversal and repeated Baltic cable incidents underscore concern that dependence on foreign infrastructure and vulnerable subsea links can carry security and sovereignty costs. Russia’s presence in sabotage concerns, even where evidence later suggested accidents, sharpens that backdrop.

Why it matters

If this trajectory holds, Finland could become an increasingly consequential Nordic node for AI-era compute, where data-center growth is tied not only to capacity but also to energy-system integration and defense-oriented technology. Whether that role expands without increasing exposure will depend on how Finland balances foreign cloud investment with domestic control of sensitive public systems and the protection of links to Estonia, Sweden and Germany; the reported cable cases show why those questions are now inseparable.
