Italy’s €14.2M fine over Cloudflare’s 1.1.1.1 put DNS resolvers at the center of Europe’s piracy-blocking push in 2026.

Who they are

DNS appears in coverage as core internet-resolution infrastructure rather than a conventional standalone company: the layer used by services including Cloudflare, Google, OpenDNS and AWS to route users to online destinations. Stories treat it as both a critical operational dependency and a policy enforcement point.

The recent arc

Recent coverage has shifted decisively toward whether DNS resolvers should enforce piracy blocks. Italy fined Cloudflare €14.2M in January 2026 for refusing to block pirate sites through 1.1.1.1, and Cloudflare appealed in March. The latest July 2026 filings report Google urging the European Commission not to target resolvers, VPNs or IP addresses, arguing such measures are ineffective and readily circumvented. A May 2025 account of responses to EU court orders similarly contrasted Cloudflare and Google with OpenDNS, which left France and Belgium rather than comply.

The operational-risk strand remains important, particularly when outages demonstrate the infrastructure’s concentration. AWS attributed a major US-EAST-1 disruption in October 2025 to an underlying DNS issue, while Cloudflare reported fixing a later 25-minute outage after a much larger outage the prior month. Earlier high-impact coverage established the same pattern through the Dyn DDoS outage and DNS rerouting attacks, alongside Cloudflare’s 2018 launch of privacy-focused 1.1.1.1.

The tension

Coverage circles a conflict between DNS as neutral, privacy-conscious routing infrastructure and DNS as a practical lever for platform and copyright enforcement. Cloudflare and Google are resisting resolver-level blocking demands, while Italian and EU policy activity seeks to extend anti-piracy controls into the network layer; the earlier Hollywood interest in SOPA-style DNS blocking shows that this policy impulse predates the current disputes.

Why it matters

If enforcement demands continue to move toward resolvers, DNS providers may face increasingly divergent national obligations that affect service availability, privacy practices and where operators choose to serve. At the same time, AWS and Cloudflare outage coverage underscores that interventions or failures at this layer can propagate well beyond a single website, making the eventual regulatory balance consequential for internet reliability as well as content access.
