This report lands on a platform whose distribution machinery has been flagged before. Back in 2018, Mueller indictment reporting showed Facebook's own Groups tools were easily exploited by bad actors, and Cambridge Analytica-era work established that voter-targeting models could run on data harvested years earlier rather than fresh access — see Cambridge Analytica's claim it no longer needed Facebook data.
