Facebook reverses course and says it will remove 1K+ deceptive census ads being run by the Trump campaign, after initially saying they do not violate its policy

November's election will have an enormous impact on politics in the United States for the next four years.

Popular Information Judd Legum

Context & Ripple Effects

Facebook's December 2019 ban on misleading census content — explicitly covering politicians' posts and ads — set the rule, and January's refusal to police political-ad lies more broadly (offering users fewer political ads instead) defined the posture. The Trump campaign's census ads tested both commitments at once: Facebook initially judged them compliant, then reversed under scrutiny and moved to remove 1,000+ of them.

The reversal matters because it is enforcement against the single largest political advertiser on the platform, not a fringe actor — the first visible case of the census policy biting the incumbent's own campaign.

First-order effects

  • The Trump campaign loses 1,000+ census-targeted ads it had already bought and must re-run creative that survives Facebook's census misinformation rules, directly narrowing its paid reach on the platform.

Second-order effects

  • The reversal pressures Facebook's January stance that it would not police political-ad falsehoods: every future enforcement call against a major campaign now invites charges of inconsistency, and rival campaigns gain a precedent to demand symmetric treatment.

Third-order effects

  • If enforcement against top advertisers holds, platform political-ads policy shifts from blanket laissez-faire toward carve-out rules (census, then election-period limits like the pre-election ad pause) — gatekeeping that is contestable case by case rather than settled by blanket policy.

The trend: Facebook's political-ads regime is evolving from a hands-off policy into selective, contested enforcement, with each reversal narrowing what campaigns can buy and raising the stakes of gatekeeping decisions.

It looks like Trump is trying to trick people into filling out “census” forms online

    1. In Decemeber, Facebook pledged to remove ANY content with misleading information about how to participate in the Census. Now, the Trump campaign is running 1000+ Facebook ads promoting a fake 2020 Census Facebook tells me it will take no action https://popular.info/...

Facebook keeps taking down deceptive ads after @JuddLegum reports on them, but when he initially asks Facebook they defend the ads. That pattern should cause some introspection and policy changes from @Facebook but no. https://twitter.com/...

NEW: Facebook says it will begin removing some ads run by the Trump campaign citing policies it has in place to “prevent confusion around the official US census.” Comes hours after reporting by @JuddLegum. http://www.cnn.com/...

reminder that Facebook essentially relies on independent journalists like Judd to act as unpaid content moderators and that even though they employ their own resources to do this work, *somehow* one dude has a higher batting avg than the multibillion dollar platform https://twitt…

@MikeIsaac @JuddLegum So weird. An interesting conflict between two FB policies and values. Shows how impossible it is for FB to mean what it says about anything. It clearly does not stand for free speech. It clearly does not want to act aggressively on disinformation. So it does…

Now that @Facebook has taken this ad off of their platform, it's a good time to remind everyone that, without journalists like @JuddLegum doing their homework, Facebook would never enforce their own policies. https://twitter.com/...

@MikeIsaac @JuddLegum Facebook's metapolicy should be to reject all outside accountability other than what is required by law. Essentially, all press and activists should be informed that every decision is on a case by case basis and subject to change. That's what it is anyway.

The #2020Census begins in one week. It will determine representation across this country for the next decade. The integrity of the census is so important that @Facebook said they would build a team dedicated to fighting census misinformation. Well... https://popular.info/...

We and our @ColorOfChange partners have confirmed with @facebook that they plan to take down these inappropriate #2020Census ads. A good step, but nowhere near enough. They must protect communities of color who need the representation and resources determined by the census. (1/2)…

I just want to take a minute and make sure everyone realizes what incredible work @JuddLegum is doing— at times single-handedly holding media companies like Facebook to account as they fail to enforce their own policies. This thread is evidence of that. Support him and his work. …

This is the right (if belated) move by Facebook, but it also points to yet another contradiction in its political ad policy: sometimes they're exempted from other ToS (like fact-checking), sometimes not (like here, census deception). Trying to have it both ways is not sustainable…

Facebook standing up to Parscale's fraudulent census ads gives me a smidge of hope. Huge props to @JuddLegum for using the ads library, something we didn't have in 2016, to hold accountable a campaign notorious for its willingness to engage in deceptive and harmful practices.

good eye from @JuddLegum, who spotted misinformation from trump campaign around census. it's an exercise in determining FB's hierarchy of rules around post takedowns. apparently disrupting the census is a ban-able offense, but not spreading disinfo. https://popular.info/...
