The FCC's coverage numbers have been contested for years: back in 2016 the agency itself counted 34M people, about 10% of the US, lacking fixed broadband at its own benchmark speeds. But its maps work at census-tract granularity — if even one household in a tract has service, every household is counted as served — and they ignore subscription cost, which researchers cite as the single greatest barrier.

This two-state study puts a number on that gap just as federal money started following the maps: the FCC moved ahead with a $16B rural broadband plan despite ISP coverage data lacking granularity, and later the $42.5B underserved-area budget was withheld entirely until new FCC maps arrive. If roughly 38% of 'served' rural locations in Missouri and Virginia aren't actually served, the eligibility maps steering those programs are misallocating at scale.
