This is the first deployment report under the 25Mbps/3Mbps benchmark Tom Wheeler proposed in early 2015, and the higher bar immediately changes the math: tens of millions of Americans who counted as served at 4Mbps/1Mbps now count as unserved. The same definitional shift already reshaped the competitive picture, with Comcast holding 56% of the market under the new standard.

The 34M figure also sets up a measurement fight that plays out across the later coverage: the FCC's own data corrections and independent state-level checks keep pushing the real gap wider than the official reports admit.
