This is the second time in about a year that Microsoft has anchored a cross-industry security pact: in 2018 it joined the pledge by 30+ firms not to aid state cyberattacks against civilians, with Google notably absent — this time Google is a founding member. The consortium's premise is that encryption at rest and in transit is no longer enough; the gap is data while it is being processed, which requires hardware-level trust that only chip vendors like Intel and ARM can supply.

The alliance structure also echoes an older Microsoft playbook — the 2015 Intel-Microsoft PC advertising coalition — repurposed for cloud security. Within a year the consortium had grown to add AMD, Facebook, and Nvidia (ten new members in June 2020), and the consortium-as-trust-mechanism model was soon replicated by the Modern Computing Alliance and, later, the Coalition for Secure AI with OpenAI and Nvidia.

  • Rivals who normally compete on cloud security — Microsoft, Google, Alibaba, Baidu, IBM — agree to standardize how data is protected while in use, pooling their different hardware and software trust approaches under one umbrella.
  • Chip and platform vendors Intel, ARM, and Red Hat get a standards body where their silicon and open-source tooling become reference implementations for encrypting in-use data, rather than proprietary differentiators.

  • The consortium's growth within a year — AMD, Facebook, and Nvidia joining in 2020 — turned membership into a competitive necessity, pressuring any cloud or chip vendor absent from the roster to join or explain why.
  • The template spread: Google, Dell, Intel, Slack, and Zoom formed the Modern Computing Alliance for enterprise security and remote work, and Google, OpenAI, Microsoft, and Nvidia later formed the Coalition for Secure AI — each new alliance raising the bar for what buyers expect vendors to join.

  • Security standards for cloud infrastructure are consolidating around precompetitive consortiums rather than individual vendor certifications, meaning the biggest tech firms now co-author the trust rules they also sell against each other.
  • If the pattern holds — from the 2018 cyberattack pledge through this consortium to the 2024 Coalition for Secure AI — cross-industry alliances become the default vehicle for establishing security legitimacy, and staying outside one becomes a reputational liability for large vendors.
