This is the second tightening of YouTube's monetization gate in under a year: after the 10K lifetime views threshold of April 2017, the bar now jumps to 4,000 annual watch hours plus 1,000 subscribers, while Google Preferred — YouTube's premium ad packaging — gets human review on top of algorithmic screening. Both moves are aimed at the same audience: advertisers worried about what their money sits next to.

The threshold has since proven to be a moving target in both directions — YouTube later cut the requirement to 500 subscribers in 2023, then doubled the watch-hour bar to 8,000 hours effective February 2027 — which makes this 2018 decision the template for how YouTube trades creator access against advertiser confidence.

  • Smaller and mid-sized channels that were monetizing under the 10K-lifetime-views rule lose ad revenue immediately unless they can clear 4,000 watch hours and 1,000 subs within a year.

  • Human review of premium tiers sets the expectation that top-tier ad inventory is curated by people, not just classifiers — a standard other platforms selling premium ad packages get measured against.

The trend: YouTube's Partner Program threshold operates as a thermostat for advertiser trust, ratcheting up after brand-safety scares and easing when creator growth becomes the priority.
