The ordinance lands months after robotics startup Marble began delivering food for Yelp Eat24 in two San Francisco neighborhoods in a two-neighborhood pilot — one of the few real deployments behind a debate about machines that barely exist yet. By capping every firm at three robots and the whole city at nine, the city is legislating ahead of scale rather than reacting to it.
