Facebook is running a deliberate replay of its hardware playbook. The Open Compute Project turned data center servers into a shared-spec commodity with hundreds of members including HP, Foxconn and Goldman Sachs, and telcos like Verizon and AT&T later joined OCP itself to challenge network vendors such as Cisco and Juniper. The Telecom Infra Project, launched in early 2016 with Intel, Nokia and several carriers on board, extends that model from the rack into the radio access network.

The stakes are higher this time: telecom equipment is dominated by a handful of integrated vendors selling proprietary systems to carriers, whereas OCP attacked a market Facebook itself was already a giant buyer in. By mid-2016 Facebook engineers were working out of Menlo Park on how to make carrier gear as swappable as server designs.

First-order effects

  • Carriers gain an open alternative to proprietary base-station and access equipment, with Nokia now in the unusual position of co-founding a project whose specs could commoditize parts of its own product line.

  • If the pattern holds, telecom networks disaggregate the way data centers did: operators assemble networks from open specifications rather than buying vertically integrated systems, and membership scale becomes the moat — TIP had already grown past 500 members including China Unicom and Sprint within two years.

The trend: Facebook is systematically exporting the Open Compute model of open, collaborative hardware specifications from data centers into adjacent infrastructure markets, with telecom as the next target.
