President Trump pauses tariffs on most countries for 90 days, setting a 10% “lowered Reciprocal Tariff”, and sets 125% tariffs on China “effective immediately”

- President Donald Trump announced a 90-day pause on the full effect of his new tariffs for at least some countries.

CNBC Dan Mangan

Context & Ripple Effects

This follows Trump’s April 7 threat to add a further 50% tariff on China unless Beijing withdrew its own retaliatory measures. The policy now creates a clear split between a temporary baseline for most trading partners and sharply escalated treatment of China.

It matters because the pause preserves room for country-by-country negotiation while making the U.S.-China trade dispute the immediate pressure point for importers and global supply chains.

First-order effects

  • Importers of Chinese goods face an immediate 125% U.S. tariff, raising the cost of China-origin products relative to goods sourced from countries subject to the temporary 10% rate.
  • Most other affected countries receive a 90-day reprieve from the full reciprocal-tariff schedule, but still face the lowered 10% tariff during the pause.

Second-order effects

  • The gap in tariff treatment gives companies an immediate incentive to reassess sourcing, inventory, and supplier contracts, especially where equivalent inputs can be obtained outside China.
  • Trading partners have a limited negotiating window to seek better terms, while China-focused manufacturers confront greater pricing and margin pressure than peers with more diversified supply chains.

Third-order effects

  • If repeated pauses and country-specific rates become the norm, tariff policy may function less as a stable import rule and more as a recurring bargaining mechanism, increasing planning uncertainty for multinational manufacturers.
  • The episode reinforces a bifurcation risk in trade flows: firms may increasingly treat China exposure as a distinct cost and policy-risk category rather than one component of a global sourcing network.

The trend: This is one data point in the shift from broad trade liberalization toward tariffs used as flexible leverage in bilateral economic competition, especially between the U.S. and China.

Rule of thumb for import elasticity of tariffs is 1, i.e. 1 point increase in tariff decreases imports by 1%. Even before today I had thought the effect becomes non-linear at ever higher rates. So with tariffs on China at 125%, do imports fall to zero? Is it a de facto embargo?
