Amazon, Google, Microsoft, OpenAI, and 100+ other companies signed the EU's AI Pact for “voluntary pledges” before the AI Act; Apple and Meta did not sign
This is part of a widening use of voluntary AI commitments as a bridge to formal rules. The same major platforms had already joined a US voluntary-governance initiative, including White House AI governance pledges, while a separate US safety consortium also drew in Apple and Meta alongside many of the Pact signatories.
The split matters because participation is not uniform across jurisdictions or companies. Later EU coverage shows several of these firms continuing into the EU’s voluntary AI Code of Practice, suggesting that pre-regulation pledges can become a pathway into more defined compliance frameworks.
First-order effects
Amazon, Google, Microsoft, OpenAI and the other signatories publicly align themselves with the EU’s pre-AI Act voluntary process; Apple and Meta remain outside that signal.
The non-signatures create an immediate, visible divide among major AI platform companies in how they engage with this EU-led initiative.
Second-order effects
Companies operating across markets must account for multiple overlapping voluntary AI frameworks, alongside the EU process, rather than treating a single pledge as a universal governance position.
Participation becomes a competitive and policy-facing differentiator: firms that sign can point to early engagement, while non-signers may need to explain their separate approach to AI governance.
Third-order effects
If voluntary programs continue to feed into formal regimes, they can establish practical compliance norms before rules are fully enforceable, favoring firms able to engage repeatedly with regulators.
The uneven roster points to a more fragmented governance landscape, where large AI providers choose different channels for regulatory engagement rather than converging on one global compact.
The trend: AI governance is moving through a staged model in which voluntary commitments help set expectations ahead of binding, jurisdiction-specific regulation.
The #AI Pact signatories list is out. Even with significantly diluted pledges, Apple & Meta decided not to join, continuing their collision course with the EU. Mistral & Anthropic are also out, but that makes sense since they are only in the model segment. https://digital-strateg…

Many large corporations on the list 💁♂️ LeCun explained to US bureaucrats the importance of achieving breadth of AI innovation in an economy. If you fine tune your regs to the needs to big corporate and not SMEs, great for procedural OCD feasting and for competing economies.
A three digit amount of AI Pact signatures will be announced shortly, but with Breton's resignation, the future of the initiative to prepare AI Act compliance is uncertain https://www.euractiv.com/...
