Intel plans to cut 15%+ of its workforce, the majority by the end of 2024, as part of a $10B cost reduction plan and to suspend its dividend starting in Q4 2024
Intel announced that it will lay off 15% of its workforce as part of a broad cost-reduction program.

Context & Ripple Effects
This was not Intel’s first workforce reset: related coverage records planned cuts in 2022 and an earlier 12,000-job reduction in 2016. The 2024 program paired headcount reduction with a dividend halt, making it a broader cash- and cost-management action rather than a staffing change alone.
Later coverage shows the pressure persisted, including a reported planned restructuring affecting more than 20% of staff in 2025 and subsequent factory-focused reductions. That sequence makes the 2024 plan an important point in a continuing restructuring arc.
First-order effects
- More than 15% of Intel’s workforce is slated for reduction, directly affecting employees and requiring business units to operate with lower staffing as part of the $10 billion cost plan.
- Suspending the dividend from Q4 2024 immediately removes shareholder payouts while preserving cash for Intel’s broader cost-reduction effort.
Second-order effects
- With dividends paused, investor attention shifts more sharply to whether lower operating costs translate into a sustainable financial reset rather than a one-time saving.
- The later planned cuts to factory staff indicate that cost discipline could extend into manufacturing operations, not remain confined to corporate functions.
Third-order effects
- Repeated workforce actions across 2016, 2022, 2024, and 2025 suggest Intel’s restructuring is becoming a recurring operating lever rather than an isolated response; whether that produces a durable leaner model remains uncertain.
- If this pattern holds, Intel’s competitive position will depend increasingly on executing product and manufacturing priorities with a smaller cost base, not simply on restoring prior staffing levels.
The trend: Intel’s repeated reductions point to a broader shift from episodic layoffs toward ongoing cost-base restructuring in semiconductor companies under operational pressure.

It's crazy how much the fortunes of Microsoft and Intel diverged. This is what comes of Satya being comfortable focusing on where the puck was going (e.g. cloud) and not being afraid to discard the past (e.g. Windows) while Intel watched mobile devices and ARM pass them by.

The week I got hired at Intel in 2016 they'd just laid off 12,000 people, and for basically the same reason as today. In 2016 they tried briefly, then gave up, on wearables. They tried briefly, then gave up, on mobile chipsets. This company seems to refuse to innovate.

Keep in mind this is still a company that had $12.8B in sales for the most recent quarter. But a 35% gross margin won't cut it. Not when it famously used to be 60%. and not even against more realistic goals for the coming decade. Intel has to get more efficient.

There really isn't any sugarcoating of this news. Intel has not been able to grow its revenues like it expected; the company is now spending more than ever on a shrinking budget. Intel has no choice but to accelerate its slim-down, and go all-in on Intel Foundry and IDM 2.0

It's been pretty damn clear since the smartphone that ARM would eventually come for their lunch, but they've always felt like they thought they were too stable to need to innovate around that thread. My grandpa used to say “If you want stability, buy Intel stock”. Not anymore
