To comply with the EU's DSA, TikTok plans to let users turn off personalized recommendations in For You, remove targeted ads for users aged 13 to 17, and more

Context & Ripple Effects

TikTok had already treated Europe differently on ad personalization: its earlier policy exempted EU users from a broader move away from ad opt-outs, reflecting GDPR constraints (EU-specific ad-personalization exemption).

The new DSA-driven changes extend that compliance arc from advertising disclosures—an area where TikTok had previously agreed to update branded-content rules and reporting (changes to its branded-content disclosures)—to the operation of recommendations and youth advertising.

First-order effects

  • EU TikTok users gain a direct control to receive For You recommendations without personalization, changing how the service can tailor that feed for users who opt out.
  • TikTok must stop targeted advertising for EU users aged 13–17, immediately narrowing the audience data available to advertisers for that age group.

Second-order effects

  • Advertisers and agencies targeting European teens must shift campaigns toward contextual placement or broader age audiences, while TikTok must adjust ad-delivery and measurement workflows.
  • Other large platforms subject to the DSA face added pressure to make recommendation controls and youth-ad protections concrete product features rather than policy commitments.

Third-order effects

  • If these controls become standard, European platform competition will increasingly turn on the quality of non-personalized experiences and contextual advertising, not only on behavioral targeting depth.
  • The move points toward access-control regulation being implemented through configurable feeds, age handling, and ad systems—areas likely to remain subject to scrutiny as enforcement matures.

The trend: Europe’s platform rules are pushing social apps to translate limits on profiling and youth targeting into user-facing product controls.

Reading the list of changes that TikTok is making to comply with the EU's digital services act (DSA), I did find it interesting these are mostly things that Meta's services already do.  It goes to...

I wonder if anyone in the EU's privacy jihad will be willing to look at the stats for how many TikTok users prefer an unpersonalised feed?  False consciousness, obviously....

The EU is getting so anti-consumer over time I expect a backlash although where it gets directed is unclear as the people making up the rules are effectively unelected and have zero accountability

It is interesting how people fetishize features in this way.  I think it's less about true conviction of the virtues of particular features and more about wanting the product to conform to their mental model of it so they can reason about it more easily...

The EU learned with the GDPR that onerous regulations applied to every company actually helps big tech since they can afford the army of lawyers, bureaucrats and fines involved while burdening smaller companies.

TikTok is giving users the option to opt out of the algorithmically dictated feed in Europe (because of the Digital Services Act). Huge (and... something no one in TikTok thought worth press releasing to me at least). Though TikTok minus the algo is ehhhh https://newsroom.tiktok.…
