US Dept of Commerce regs require Nvidia to certify that selling AI chips to China will not impact U.S. AI chip supply. Sam Altman recently said chips are the #1 constraint for the U.S. AI buildout. HBM is sold out for the next few years. How is Nvidia making that certification?
