India entered the New Delhi meeting seeking international agreement on a “global AI commons”, while related coverage framed the country’s agenda around regulation, foundation models, chip ambitions, energy constraints and startup funding.

The summit also provided a large public showcase for AI businesses and applications. Subsequent coverage, however, described limits to India’s governance push as US technology companies were largely dismissive of it.

  • It sharpens the reputational challenge for India: a broad event footprint, including hundreds of exhibitors and sessions, does not by itself demonstrate that leading frontier labs support its preferred governance role.

Third-order effects

  • If major labs continue to separate commercial engagement from political symbolism, AI summits will be less able to convert access to executives into legitimacy for national AI-governance agendas.
  • The episode points to a more transactional state–lab relationship: governments can convene and invest, but durable policy alignment remains contingent rather than ceremonial.

The trend: AI powers are increasingly using summits and industrial-policy platforms to seek lab legitimacy, while frontier AI companies retain leverage by selectively withholding political alignment.
