I think USB-C will be exclusive to the iPhone 15 Pro models in line with how most new features start at the top. There's no compulsion to switch the whole iPhone lineup to USB-C for a while yet, at least as far as EU law is concerned.

Vast majority of gadgets are already chargeable via USB-C (incl iPads, MacBooks, all Android smartphones, most major laptops). New rule doesn't apple to very small gadgets like smartwatches. Also doesn't apply to products first introduced before the end of 2024.
