NEW: I obtained a copy of a report commissioned by Meta, due to be released tomorrow, that found Facebook/Instagram content moderation policies violated the fundamental human rights of Palestinian users https://theintercept.com/...

Something provocative from the report: Meta screens Arabic posts through a “hostile speech classifier,” an algorithm meant to detect violating posts—but not only does this system not understand Palestinian Arabic, no such system for Hebrew-language posts exists

3⃣The BSR report confirms Meta's censorship has violated the #Palestinian right to freedom of expression among other human rights through its greater over-enforcement of Arabic content compared to Hebrew, which was largely under-moderated.

“Unintentional bias.” That's what this report 👇, by Meta itself, finds to have caused Meta's human rights violations against Palestinians. And—like a beer brand for a football game or a letter for a Sesame Street episode—if Big Tech had an ‘official moral failing,’ that'd be it. …

The discussions BSR held with affected stakeholders to inform this review brought home to us how so many “technical” decisions about social media technology, policy, and practice have fundamental impacts on the protection, realization, and fulfillment of human rights 2/

No one who works in the content moderation space is surprised by this in the least, but having a report commissioned by Meta come to this conclusion is important and I will quote it all the time now. https://twitter.com/...

The report was commissioned in response to allegations of systemic bias and undue censorship during attacks by Israeli security forces last May, and largely confirms those allegations. https://twitter.com/...

The report found that Meta's controversial Dangerous Individuals and Organizations policy, which I published last year, is systemically biased, “more likely to impact Palestinian and Arabic-speaking users, both based upon Meta's interpretation of legal obligations, and in error.”
