    NSO's technical safeguards have to do with country area codes, e.g. preventing targeting of +1 numbers. But Embassy workers use local numbers. There's no technical safeguard against targeting of Americans (or Brits, etc) in this circumstance.

    NSO is amazing in that it gives every random authoritarian government access to remote phone surveillance tech that is roughly on par with what the CIA and NSA have. This is really bad for democracies everywhere.
