[Thread] The response to Biden from Facebook's VP of Integrity is a textbook example of bluster and obfuscation

@ct_bergstrom Carl T. Bergstrom

Context & Ripple Effects

Facebook was already under pressure from Biden’s campaign to strengthen misinformation rules, while reporting on its COVID-19 policy tied its earlier threshold for removal to the spread of dangerous falsehoods. The current dispute turns on whether labeling and reducing distribution is an adequate answer when fact-checkers have identified content as false.

The criticism also lands against prior accounts of opaque reversals of fact-checking decisions, making Facebook’s aggregate enforcement figures a credibility issue rather than a standalone measure of action.

First-order effects

  • Facebook’s claim that it labeled and reduced visibility for more than 167 million fact-checked COVID-19 items is recast by Bergstrom as evidence that identified falsehoods remained available on the platform.
  • Biden’s existing criticism of Facebook gains a more specific point of contention: whether distribution limits, rather than removal, satisfy the company’s responsibility for COVID-19 misinformation.

Second-order effects

  • Facebook’s fact-checking partners face greater scrutiny over what happens after a verdict, especially given earlier reports of limited transparency around moderation overrides.
  • The dispute puts pressure on Facebook to distinguish clearly between labels, reduced visibility, and takedowns; without that distinction, its enforcement totals invite competing interpretations.

Third-order effects

  • If political and public criticism continues to focus on reach rather than takedown counts, platform accountability will increasingly be judged by the distribution controls applied after content is identified as false.
  • The episode reinforces a broader shift from treating moderation as an individual-post decision to treating ranking and visibility as the central governance mechanism.

The trend: Content-moderation accountability is shifting toward whether platforms suppress the reach of known falsehoods, not simply whether they attach labels or report enforcement totals.

“We have also labeled and reduced the visibility of more than 167 million pieces of COVID-19 content debunked by our network of fact-checking partners.” Flipside: “We left up 167 million pieces of disinformation despite knowing they were false.” https://twitter.com/...
  • @ct_bergstrom Carl T. Bergstrom on x
@benedictevans To be clear, what I take issue with is their claim that Facebook is not a problem. What to do about it so much harder question. Fact checking every single post doesn't seem to be the right answer. We need structural changes.
  • @benedictevans Benedict Evans on x
Perhaps the real problem is that we spent 200 years working out how free speech works in different spheres and the answer is always ‘it depends’. We haven't worked out how we think about the kinds of speech that were created by the Internet and how they should be controlled

This a big part of why social media is such a powerful medium for disseminating propaganda. When you drop leaflets from a plane, everyone knows it's propaganda. When Uncle Rick shares a story he read somewhere, it's much less clear what you are looking at.
  • @ct_bergstrom Carl T. Bergstrom on x
The fact that the fraction of facebook users who express positive attitudes toward vaccination is larger than the fraction of Americans who have actually been vaccinated—this tells us nothing about the direction of facebook's impact on vaccination.
  • @ct_bergstrom Carl T. Bergstrom on x
Finally, when your “Vice President for Integrity” is so adept at packing misdirection, agnatogenesis, deceit, and all-around weaselry into so short a document, you've got big problems with your corporate culture. https://twitter.com/...

“Vaccine acceptance among Facebook users in the US has increased.” This is a red herring, given that vaccine acceptance among everyone in the US has increased—dramatically. Look at the decline in those truly hesitant: the “wait and see” group. Source: https://www.kff.org/... http…

“Facebook is not the reason this goal was missed.” This is pure slight of hand. First, they're comparing a survey result with a behavioral response; that's apples and oranges. Second, to evaluate the highlighted claim below, we need to consider a counterfactual. https://twitter.c…

“Facts, not allegations.” It would be nice to be able to rely on facts. Unfortunately, Facebook has exclusive access to the data we need to know what the facts are, and is not forthcoming with those facts. See e.g. the ongoing CrowdTangle debacle. https://www.nytimes.com/... http…

Media wouldn't cover them but SOCIAL media is an excellent tool for networked activism and they could get themselves amplified. Platforms want to allow free expression; no one wants to tell people they can't express a political opinion.
  • @repkenbuck Rep. Ken Buck on x
Facebook censored accurate stories about Hunter Biden's sketchy activities and the origins of COVID-19. They de-platformed the sitting President while allowing CCP propaganda and human smugglers on their platform. We have to break up Big Tech now.

  • @rvawonk Caroline Orr Bueno, Ph.D on x
“Some people are still getting vaccinated” does not refute Facebook's impact among those who are not vaccinated. They're not even addressing the problem in their response; they're redirecting entirely.

None of this is to say that Facebook can't do better at combating vaccine misinformation. They should; every bit helps! They should also be more transparent. But evidence suggests the company is neither the principal cause of nor the primary solution to our vaccine problems.
