This is Fraunhofer repeating its own playbook on a bigger stage. Having wound down MP3 licensing in April as those patents expired, the institute that built AVC and HEVC now pitches H.266/VVC with a ~50% size reduction over its predecessor. The history that shadows the announcement is licensing: a patent-pool standoff once threatened to derail 4K HEVC streaming entirely, before HEVC Advance cut royalty rates and added an annual cap under public pressure.

The announcement also lands mid-way through a shift in who makes codecs matter. With HEVC adoption slowed by royalties, the biggest bandwidth consumers started building their own answers — Google open-sourced a JPEG encoder cutting image sizes ~35%, and Facebook followed with a tool shaving 25% off 360-degree video. Fraunhofer is staking the next generation of compression on standards it licenses rather than tools the platforms give away.

First-order effects

  • Streaming services and device makers now have a credible path to roughly half the bitrate for equivalent quality — but only after negotiating VVC terms with Fraunhofer and whatever patent pools form around it, the exact step where HEVC stalled.

  • HEVC's licensors face renewed pricing pressure: every announced VVC efficiency gain makes expensive per-stream royalties harder to defend against cheaper incumbents, echoing how HEVC Advance was forced into rate cuts and caps after pushback from Netflix-class users.
