Google's Chrome team is proposing a privacy model that goes beyond cookies: the initiative targets fingerprinting — the technique of identifying users via device and browser characteristics that survives cookie deletion. It builds on the ground laid in May, when Google said anti-fingerprinting tech was coming to Chrome and required developers to explicitly opt in to cookies used across sites (opt-in requirements for cross-site cookies).

The move sits awkwardly against Google's own history: a 2016 policy change let it combine personal info from Gmail and other tools with DoubleClick browsing data for ad targeting (DoubleClick–Gmail data combination), making the company both the operator of the dominant browser and one of the largest beneficiaries of cross-site advertising data.

First-order effects

  • Marketers and ad-tech vendors whose targeting relies on fingerprinting or third-party cookies face a direct erosion of those techniques in Chrome, the browser through which most of their tracking reaches users.
  • Web developers building cross-site experiences must now design around explicit consent gates for any cookie intended to work beyond their own domain.

Second-order effects

  • Ad-tech competitors will look for substitute identifiers outside Chrome's control, and the credibility of that escape route hinges on whether Google follows through on how its own ad business adapts — a tension the 2016 DoubleClick policy made visible.
  • Other browser makers and platforms gain cover to ship stricter tracking defaults, since the dominant browser has now legitimized deprecation rather than treating it as a competitive disadvantage.

Third-order effects

  • If the pattern holds, cross-web tracking becomes a permissioned capability granted by browser platforms rather than a default of the open web — shifting power over advertising data from trackers to whoever ships the browser, with regulators likely watching how much gatekeeping concentrates in Google's hands.

The trend: Cross-site advertising is moving from ambient, unpermissioned tracking toward platform-granted access controls, with the browser vendor setting the terms.
