Express Wi-Fi has been scaling in stages since Facebook's 125 rural hotspot pilot in India, through a commercial launch across four Indian states at 15-30 cents per day, and then an Android app for buying data packs and finding hotspots. The Tanzania announcement adds a new layer: a framework for mesh networks of 50+ access points, moving the program from scattered individual hotspots toward dense, coordinated coverage.

The timing matters because Facebook's infrastructure bets were multiplying on parallel tracks — millimeter-wave research for Internet.org alongside the Wi-Fi rollout — and within months the company would extend Terragraph and Express Wi-Fi to Peru, Nigeria, South Africa and California in a broader multi-country expansion. Tanzania is the testbed for whether mesh architecture can carry that expansion.
