Deloitte's 2018 tally put hard numbers on what had been a vague anxiety: since 2015 China outspent the U.S. by $24B on 5G infrastructure and added roughly 350,000 cell sites against fewer than 30,000 stateside — enough that Sprint executive chairman Marcelo Claure was publicly tweeting for Washington to 'do something.' The report landed before either country had settled its radio strategy, which is why the follow-on coverage matters more than the headline gap itself.

The arc since then runs through two decisions this report foreshadowed. The U.S. doubled down on high-band spectrum as the core of its rollout — a path analysts warned would leave it behind on the mid-band needed for less populated areas (the only country betting on high-band) — while China folded 5G into a state-coordinated $1.4T tech campaign targeting 600K base stations. By 2020-2021 the picture had nuance: China's network still covered only 8% of its population, and the U.S. was catching up fast in 5G subscriptions per capita even as competitors closed in on Huawei and Apple in equipment and handsets.
