This closes the loop opened in December 2017, when 3GPP signed off on the first 5G NR specification but left full details pending. That early work anchored 5G to existing 4G networks; today's standalone approval is what lets vendors build products that run without a 4G underlay at all.

The timing matters because carrier commitments are already public: AT&T has promised a true 5G network in 12 cities by end of 2018 and a nationwide sub-6GHz footprint in 2020, while the ITU's 20Gbps, 1ms-latency targets are only reachable once the standalone architecture exists.
