When the delayed Android Wear 2.0 preview put the Play Store on watches back in 2016, it was framed as a way for users to install apps locally on the device — reviewers later flagged those local-install and Android Pay capabilities as the update's real gains, alongside its bugs (Verge review). What changes now is the purpose of that storefront: Google is using it to ship platform features themselves, bypassing the firmware OTA path entirely.
That matters because OTA delivery had tethered every capability drop to a full system image, making feature rollouts hostage to the slowest link in the chain. The Play Store route hands Google a direct, per-feature channel to the wrist.
