This closes an open loop from the SIG's own roadmap: back when it previewed mesh networking support as part of its 2016 improvements, the capability was a promise attached to range and speed gains, and it carried through the adoption of the Bluetooth 5 spec without shipping. Releasing Mesh as its own specification — and making it work with Bluetooth 4 devices, not just 5 — turns that roadmap item into something device makers can implement on hardware already in the field.
