Microsoft releases public preview of its Cortana Skills Kit, which lets developers build voice apps for its assistant

This public preview completes a two-year build-out of Cortana as a developer platform. Microsoft first sketched the pieces in December 2016, when the Cortana Devices SDK for OEMs and a private Skills Kit preview showed bots being wired into both hardware and the assistant itself, on top of the machine-learning plumbing opened up earlier through Project Oxford.

What changes now is access: any developer can build voice-driven skills on the Bot Framework and publish them to Cortana rather than waiting on a private invite. That sets up the consumer-facing skill catalog that Microsoft later extended into organizations with the Cortana Skills Kit for Enterprise, where companies deploy custom agents directly inside their own walls.
