The FAA spent 2015-2016 building the plumbing for a legal commercial drone market: first it streamlined approval for some commercial drone use after years of case-by-case exemptions, then a task force pushed pilot-level registration, which had reached more than 180,000 registered drones by January 2016.

This report is the first hard readout on the other side of that pipeline: about 23,000 people licensed as commercial pilots in barely three months, against an FAA forecast of 2.5 million drones sold in the US in 2016. Licensing volume is the signal that the agency's shift from gatekeeper to certifier is actually absorbing demand.
