GitHub updates VS Code with Plan Mode for building step-by-step project approaches, MCP Registry integration, definable project rules via AGENTS.md, and more

GitHub’s VS Code strategy has progressed from a cloud-based development environment to agent-centered workflows, including Copilot Workspace’s planning and execution environment and a Copilot agent able to take on repository tasks. This update extends that arc with shared planning, project-level rules and registry access rather than centering a single agent.

The emphasis on managing multiple agents is consistent with later coverage of Claude and Codex appearing within GitHub and VS Code. It makes the editor a coordination layer where teams can define how agent-assisted work should proceed.
