OpenAI says it is developing a “different ChatGPT experience” for teens and plans to use age-prediction tech to bar kids under 18 from the standard version

OpenAI is developing a “different ChatGPT experience” for teens and plans to use age-prediction technology …

Axios Megan Morrone

Context & Ripple Effects

OpenAI had already outlined added guardrails for teen users and people in emotional distress, including routing some conversations to a reasoning-focused model. This announcement turns that safety work into an access-design question: which version of ChatGPT a user can enter in the first place.

The approach was followed by parental controls and safety alerts for 13-to-18-year-olds and, later, a global rollout of age prediction and automatic protections. Together, the coverage traces a move from reactive safeguards inside chats toward age-based product segmentation.

First-order effects

  • OpenAI must build a teen-specific ChatGPT path and deploy age prediction to distinguish under-18 users from those eligible for the standard service.
  • Teen users face a different set of defaults and protections, while OpenAI assumes the operational burden of incorrect or contested age classifications.

Second-order effects

  • Other consumer AI providers face pressure to make age assurance and youth-specific controls part of their product architecture rather than optional settings.
  • Parental-control features become more consequential: OpenAI's later parent alerts for serious safety concerns fit a model in which family oversight is connected to account access and protections.

Third-order effects

  • If replicated across consumer AI, age gating could split general-purpose assistants into differentiated experiences by user category, with safety policy increasingly enforced through identity and access systems.
  • The pattern strengthens the case for frontier-model access governance, but its durability will depend on whether age-prediction systems can be deployed accurately enough to avoid excluding legitimate adult users.

The trend: Consumer AI is shifting from one-size-fits-all chat access toward age-aware products that embed safety governance into eligibility, defaults, and model behavior.

I don't expect that everyone will agree with these tradeoffs, but given the conflict it is important to explain our decisionmaking. Here is the text: Some of our principles are in conflict, and we'd like to explain the decisions we are making around a case of tensions between

@sama This feels all over the place - either you monitor conversations, or you don't. Stating that conversations are completely private and inaccessible to OpenAI employees in one sentence, but extreme cases are subject to intervention in another sentence is misleading. I

@sama You should just not allow children to use it. It's bad for kids. We all know it

@sama Balancing safety, freedom, and privacy is one of the hardest design challenges in AI. Respect that you're tackling it head-on instead of pretending trade-offs don't exist. Curious to see how this plays out in practice.

@sama Can you make an “adult” mode for Plus-users or higher tier? Age verification. Watermark image creations. It isn't up to OpenAI to determine what is acceptable is what is becoming the next version of human communication.

@sama I feel like overall these are steps in the right direction, I don't love the idea of having to do ID verification, but I think the potential harm to teenagers necessitates it.
  • @4xiom_ Joshua on x
@sama What? HOW!? What is next, contacting employers or authorities on your users for their private chats? Now that you have them ID'd then the gates are open to what is deemed to be “dangerous activity”. This a tremendous breach of privacy usage. I understand the intent but this…

They knew this was a problem before and they will continue to “fix” issues only after the real world consequences force them. Imagine a company that made knowingly unsafe equipment and only fixed that part that maimed you

I think OpenAI and Sam Altman are underrated in terms of a quality company and quality leadership. Kudos in trying hard to do a good job!

This is too complicated and open to interpretation. plus it's impossible to create clean-cut boundaries. I'd separate teens vs adults. Give parents tools to monitor their kids usage, including personalized value based limits and alerts for (suicide, bullying...)... that's it

The intention to protect minors is absolutely important, and I'm truly glad to see it being taken seriously. But could @OpenAI and @sama provide transparency around the age prediction system? Thank you. [image]

@mark_k @OpenAI hahaha user age estimated by AI?? What happens then with neurodivergent teenagers? That is going to be fun. Ironic mode off.

The most important part of this, which wasn't mentioned (and I don't expect Altman or OpenAI to mention it), is the Third Party doctrine It must be thrown out, eliminated, thrown on the ash heap of history For Americans, your 4th amendment is effectively rendered null and

@sama Sounds like a good idea to separate adult accounts from underage. I think it's better than applying strict guardrails for everyone. I hope you will actually follow through with this, so that adults are treated as adults! 👏

The agent itself will determine the age of the user from account content, Google just started using an identical system with YouTube. This is probably the standard the industry will adopt. If the agent is unsure, it will default to ‘user is under 18’, and will require ID. [image]
